What is ISPS<\/h2>

ISPS code: ISPS Code \u2013 International Ship and Port Facility Security Code. The international regulations for securing ships and port facilities were adopted by the UN\u2019s maritime organization (IMO) on 12 December 2002 and applies for port facilities that serve the following ships in international traffic: <\/p>

a)<\/strong> Passenger ships, including high-speed passenger ships,<\/p>

b)<\/strong> cargo ships, including high-speed cargo ships, with a gross tonnage of 500 or more, and<\/p>

c)<\/strong> mobile drilling units that are moved through their own propulsion machinery..<\/p>

All ships that have an international security certificate (ISSC) are considered at all times to be in international traffic.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t

Legislation<\/h3>

The securing of Ports is regulated by the regulation FOR-2013-05-29-539 which was established by the Ministry of Fisheries and Coastal Affairs on 29 May 2013 under the provisions of the Act of 17 April 2009 No. 19 on harbours and fairways (the Harbours and Fairways Act) section 43 and with reference to the EEA Agreement appendix XIII chapter V No. 56t (Directive 2005\/65\/EF). <\/p>

The securing of Port Facilities is regulated by the regulation FOR-2013-05-29-538 which was established by the Ministry of Fisheries and Coastal Affairs on 29 May 2013 under the provisions of the Act of 17 April 2009 No. 19 on harbours and fairways (the Harbours and Fairways Act) section 43 and with reference to the EEA Agreement appendix XIII chapter V No. 56bb (Regulation (EEC) No. 725\/2004) and No. 56r (Regulation (EEC) No. 324\/2008). <\/p>

Port<\/h3>

M\u00e5l\u00f8y Port Security Area<\/strong> stretches from M\u00e5l\u00f8ybrua in the south to Raudeberg in the north. In this area there are 10 Port Facilities that have ISPS authorisation. <\/p>

Olden Port Security Area<\/strong> is the area around the cruise terminal in Olden. In this area there are 2 Port Facilities that have ISPS authorisation. <\/p>

As a port security authority, Nordfjord Port manages these port security areas. This means that a vulnerability assessment has been made and a security plan prepared for the port areas. Furthermore, a Port Security Officer (PSO) has been appointed who is responsible for the duties described in the port security plan. <\/p>

The security level that the Port normally operates at is level 1.<\/p>

Nordfjord Port has made a vulnerability assessment and prepared a security plan for each of these terminals.<\/p>

Furthermore, a Port Facility Security Officer (PFSO) has been appointed who is responsible for the duties described in the security plan for each port facility.<\/p>

The security level that Port Facilities normally operate at is level 1.<\/p>

Security Levels<\/h3>

The terminals operate at the following maritime security levels in accordance with their own plans.<\/p>

Security Level 1: <\/strong>The level at which a minimum of relevant security measures should be maintained at all times.<\/p>

Security Level 2: <\/strong>The level at which relevant additional security measures should be maintained for a certain period of time due to a temporarily increased risk for incidents that could threaten security.<\/p>

Security Level 3:<\/strong> The level at which further specific security measures should be maintained for a limited period of time when an incident that could threaten security is imminent or likely.<\/p>

All further descriptions apply for Security Level 1.<\/strong><\/p>

For the implementation of the elevated security level further provisions and security measures will be put into effect and instructions by security staff must be followed.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t

Access to ISPS terminals \u2013 landside<\/h3>

It is only personnel and authorised vehicles that have access to our ISPS areas. Such authorisation could be a permanent or temporary authorisation. <\/p>

Everyone with authorisation undertake to follow our rules. In the event of a violation of these rules, the authorisation could be suspended for a shorter or longer period. This is determined by PFSO. <\/p>

Authorised vehicles can only be driven by authorised personnel.<\/p>

Personnel and vehicles that are not authorised and gain access will be removed. In special cases the Police and\/or the Norwegian Coastal Administration will be notified. <\/p>

Permanent authorisation <\/h5>

Only personnel and vehicles from companies with a signed security agreement will get permanent authorisation.<\/p>

The security agreement is entered into with tenants and operators. In addition, this will apply to permanent transporters and suppliers. (See also the section on Permanent transporters and suppliers). <\/p>

The authorisation can have a duration of up to 3 \u2013 5 years. The authorisation can apply for one or several terminals. <\/p>

Authorised personnel and vehicles is the term used for those that have been authorised for access to one or more ISPS terminals (Port Facilities). These are permanent employees, agents, transporters, suppliers, tenants and any others who have an official need for access over a longer period of time and who need to bring vehicles into the area. The authorisation of vehicles is strictly assessed based on benefit and need. <\/p>

For authorised personnel and vehicles a personal ID card with a photo will be issued and a driving permit for the relevant vehicle. It is PFSO at Nordfjord Port that approves and authorises personnel and vehicles. <\/p>

Temporary authorisation <\/h5>

Temporary authorisation is intended for those that have an official need for access for a shorter period of time. Such authorisation is only issued for one terminal at a time. <\/p>

The authorisation can have a duration of up to 1 month if the nature of the assignment justifies this. The authorisation is also used for day visits. <\/p>

Personnel and vehicles that are granted temporary access are issued a temporary access card and driving permit.<\/p>

A temporary authorisation is granted by operators\/tenants that operate inside the individual port facility\/ISPS terminal, and then only for their own visits. Nordfjord Port grants authorisations for their visits. <\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t

Permanent transporters and suppliers<\/h3>

A security agreement for permanent transporters, suppliers and other companies can be entered into.<\/p>

A security agreement is entered into when a transporter\/supplier\/company regularly uses our port facilities for deliveries\/receipt of goods, or provide services for companies inside the port facilities, or service for ships calling at the port facilities. A security agreement can apply for one or more Port Facilities. <\/p>

The application form for a security agreement for the ISPS area is available upon request from Nordfjord Port.<\/strong>Preferably through the e-mail address post@nordfjordhavn.no<\/a>.The subject field marked with: Application PFSO Security Agreement.<\/p>

The e-mail should also include a brief description of the need to enter into a security agreement as well as a contact person. PFSO will then send the application form to the sender. <\/p>

The filled out application is then returned to post@nordfjordhavn.no<\/a> and PFSO will process the application.<\/p>

The application may be rejected. The reasons for a rejected application will be given. <\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t

Application for ID cards and driving permits<\/h3>

When a Security Agreement is entered into an application form for Authorisation of Personnel and Vehicles will be sent which the individual employee of the company should fill out and sign. All applications should be authorised by the person listed as a contact person in the Security Agreement. <\/p>

The filled out application is sent to PFSO.<\/strong>Preferably through the e-mail address post@nordfjordhavn.no<\/a>.The subject field marked with: Application PFSO Authorisation<\/p>

PFSO will process the application. The application may be rejected. The reasons for a rejected application will be given. <\/p>

If the application is approved a time for taking photos for the ID card will be arranged. The photos will be taken at the port office unless otherwise agreed. <\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t

Ship callings and access from the seaside<\/h3>

All ship callings at our port facilities should be registered with Nordfjord Port through the e-mail address post@nordfjordhavn.no<\/a> as well as with the local agent for each port facility and then in the manner which the agent wants to receive it.<\/p>

Ship Pre-arrival Security Information Form MARSEC Doc 0508 should preferably be used.<\/p>

MARSEC Doc 0508 should be filled out in its entirety including information about ports called at and port facilities and be submitted as early as possible and no later than 24 hours before calling. In cases where a time limit cannot be complied with, information about this should be provided well in advance of the calling. This could be in cases where there is a short time between the port facilities and documents must be updated and\/or there are problems with the electronic communication. <\/p>

Other formats\/forms could be approved as long as they contain the same information.<\/p>

To the MARSEC Doc 0508 should be attached a crew list and possibly a passenger list. In addition, the vessel should attach information about visits and other deliveries such as supplies, assistance with repairs of the vessel, crew\/passenger changes etc. <\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t
